Jason Reid Lybrand was charged with five sex crimes and two counts of witness tampering on May 30, 2017. Lybrand has been in custody due to violation of his probation since May 17, when a warrant was served at his business Wicked Kitty Tattoo & Piercing located at 132 S Main Street.
Pendleton Police Detective Chuck Byram testified that he was one of seven or eight search team members who at about 11:10 a.m. executed the warrant at the address. According to Byram, Lybrand was upstairs. Byram said that the search team was looking for items related to controlled substances, per the warrant.
Byram testified that a baggie “bigger than a teener bundle” with white powdery residue inside was found in the living area of the site. Byram further testified that a set of scales with marijuana and marijuana extract residue was found behind the counter in the shop area. Byram testified that he is trained in drug recognition, but that the recovered items had not been forensically tested to his knowledge.
The search team further recovered a full box of .40 caliber ammo, and found a 17-year-old female in the downstairs area.
On May 30, 2017, Lybrand was arraigned on one count of Sexual Abuse II (Sexual Abuse with an Object), two counts of Contributing to the Sexual Delinquency of a Minor, two counts of Sexual Misconduct, two counts of Tampering with a Witness, and one count of Using a Minor in a Controlled Substances Offence. Bail was set at $516,000.
Lybrand was to be released May 30 after being sentenced to 15 days for a probation violation.
