PENDLETON, ORE. – Local business owner Jason Reid Lybrand appeared via CCTV from the Umatilla County Jail on June 27, 2017. Lybrand is charged with crimes ranging from Conspiracy to Commit a Class B Felony to Using a Minor to Manufacture or Deliver a Controlled Substance.
On May 17, 2017 the Blue Mountain Enforcement Narcotics Team raided three addresses in Pendleton, Oregon. An online records search of the Oregon Judicial Department returns charges against Lybrand but not others targeted in a citywide sweep that saw four arrests.
Lybrand is represented by Daniel E. Stephens of Blue Mountain Defenders, LLC. in two cases involving Conspiracy to Commit a Class-B Felony, Sex Abuse in the Second Degree, and Tampering with a Witness. At a pre-trial conference on June 27, Stephens stated that he had applied for funds to be used for an investigator and that Lybrand had agreed to waive his right to a speedy trial. According to Stephens, that waiver was eFiled on June 26.
Lybrand is represented by local attorney Michael Breiling in two cases involving Use of a Minor to Deliver a Controlled Substance or Marijuana Item, Delivery of Methamphetamine, and Possession of Methamphetamine. During the aforementioned pre-trial conference Breiling told Judge Lieuallen that Lybrand is prepared to go to trial in these two cases. Breiling additionally requested that the two cases be consolidated and tried as one case. Judge Lieuallen granted that request.
Lybrand’s hair has grown out and was parted to the right for his June 27 appearance. Lybrand’s trademark haughtiness was conspicuously absent.
